Intra trade and Extra trade
Companies in the oils and fats sector have a legal obligation to provide statistical data about their international trade in oils and fats products to the Product Board for Margarine, Fats and Oils (MVO). This obligation stems from the MVO Regulation Providing Import and Export Data 2003.

Intra trade is the term used to describe commodity trade with other members of the European Union (EU). The providing of statistical data is done by means of the INTRASTAT system. The imports of goods from EU member states is called ICV, the exports towards EU member states is called ICL. Extra trade is the term used to describe trade with countries which do not belong to the EU ('third countries').

The Product Board MVO usually gets its data about extra trade using the data which companies provide in their customs declarations. Companies which carry out much trade with third countries may use a simplified procedure instead of normal customs formalities. In order to use this simplified procedure, one has to apply for a permit from the head of the customs district under which competence the company falls. If you make use of this simplified procedure, you are responsible for correctly providing the relevant trade data to MVO which in this case means an extension of your INTRASTAT report.

Agreement of Cooperation MVO and CBS
The Agreement of Cooperation signed between MVO and the Central Statistical Bureau (CBS) settles that the product board in most cases takes care of data collection concerning intra trade for both parties, thereby operating according to instructions and quality demands agreed upon by both parties. These operations are carried out by means of electronic systems using CBS IRIS software programs. Response control and reminders are also carried out by MVO.

Electronic messages
MVO offers you the opportunity, in cooperation with the CBS, to send in your statistical data by electronic means. For electronic messages concerning international trade the CBS IRIS software may be used. MVO has a preference for data providing by means of e-mail. If you use the CBS IRIS software, your data are protected through an international standard.

Installing CBS IRIS
If you already send in your statistical declaration by using CBS IRIS, we advise you to let the latest version of IRIS overwrite your previous version. All settings will then be maintained.
After installing your new version you go to the main menu and choose Options, Settings, and at Install CBS IRIS at the Product Board you fill in a 1.
In most cases you only have to link once from the CBS IRIS software to your administration in order to be able to electronically send in the requested data. If you need support, please contact the servicedesk 'berichtgevers' of the CBS.

Product Board MVO as a 'third party declarant'
If the product board is a third party declarant for your company, keep in mind that in the menu-line 'Sending - CBS data - E-mail' you only choose for the option Margarine, Fats and Oils. The product board takes care of sending your data to the CBS.

Sending-in period
Your data are necessary for the composing of national and international statistics. In order to be able to produce these statistical publications within a reasonable term, we have to receive your INTRASTAT declaration about a month at latest on the 10th working day of the month following this month.

PGC code (taric) and goods code
The data which we receive are used for composing detailed trade statistics. To attain the level of detail which the MVO companies appreciate, with certain goods code (GN) an additional product board's goods code (PGC) is asked for.

Declaration on paper
As from 1 January 2005 it is not automatically allowed to send in your trade data declaration on paper. Only in the exceptional situation where your company does not have the necessary equipment to send in electronic declarations, it is possible to send in so-called INTRASTAT declaration forms. These forms may be ordered at the CBS via tel. +00.31.45.5706743. Other paper forms are no longer accepted by the CBS or the Product Board.
