Publicatie EU-verordening maatregelen tegen dioxinebesmettingen
Op 16 maart jl. is bijlage II van Verordening (EG) Nr. 183/2005 gewijzigd via publicatie van Verordening (EU) Nr. 225/2012 betreffende de erkenning van inrichtingen die van plantaardige oliën en mengvetten afgeleide producten voor gebruik als diervoeder in de handel brengen en wat betreft de specifieke voorschriften voor de productie, de opslag, het vervoer en het testen op dioxine van oliën, vetten en daarvan afgeleide producten.

Adaptation MVO guaranteed values
In connection with the new legislation on limits for dioxins, dioxin-like PCBs and non-dioxin-like PCBs in foodstuffs from 1 January 2012 (EU Regulation 1259/2011), the MVO guaranteed values were recently adapted.

Nieuwe limieten voor dioxine, dioxineachtige PCB's en niet-dioxineachtige PCB's
Vanaf 1 januari 2012 worden de limieten voor dioxinen en dioxineachtige PCB's aangescherpt door het van kracht worden van Verordening (EU) Nr. 1259/2011 van de Commissie tot wijziging van Verordening (EG) nr. 1881/2006 wat betreft de maximumgehalten voor dioxinen, dioxineachtige PCB's en niet-dioxineachtige PCB's in levensmiddelen. Ook worden er vanaf genoemde datum limieten ingevoerd voor niet-dioxineachtige PCB's in levensmiddelen.

Strengere EU-regels ter voorkoming dioxinebesmettingen
De EU-lidstaten hebben op vrijdag 21 oktober jl. overeenstemming bereikt over maatregelen die de besmetting met dioxine van diervoeder en levensmiddelen moeten voorkomen. De regels zijn een direct gevolg van het dioxineschandaal in Duitsland begin dit jaar. De regels, die ingaan zes maanden na publicatie (voorzien eind dit jaar), zijn het resultaat van intensieve onderhandelingen tussen nationale overheden en industriële brancheorganisaties gedurende de afgelopen zeven maanden.

EU Member States agree on dioxin measures
Last Friday, the Standing Committee on the Food Chain and Animal Health has finally agreed on new rules to toughen up regulations following the dioxin scandal in Germany at the beginning of this year. The rules, which will come into force six months after publication (foreseen at the end of 2011), are the result of intense negotiations with national governments and industry bodies over the last seven months.

MVO Code of Practice on segregation
On June 1st this year, the MVO Code of Practice on dioxin came into effect. This code includes amongst others the development of specific guidelines by MVO for fat compound companies regarding physical separation. This MVO Code of Practice on segregation has been recently completed and has been published on the MVO website.

Change in action levels of dioxins, furans and PCBs
The European Commission has decided to change the action levels for dioxins, furans and dioxin-like PCBs. In striving to reduce the presence of these substances in food and feed, these action limits are a tool for competent authorities and operators to take measures in order to further reduce or eliminate these substances. Under the new Recommendation (2011/516/EU), which applies from 1 January 2012, the action levels for most vegetable and animal oils and fats have been removed.

MVO monitoring plan on dioxin operational
Awaiting the outcome of the discussions at European level, the MVO Code of Practice on Dioxin has become effective from June 1st, 2011. The code includes a monitoring plan for the analysis of samples on dioxin throughout the whole oils and fats chain. Apart from that, the code contains a plan for the labelling of oils and fats and their products. In addition, it contains agreements to categorize particular products as products that require further processing before use in feed as well as to ban certain products completely for food and feed purposes.

MVO monitoringsplan dioxine per 1 juni jl. van kracht
Vooruitlopend op de uitkomsten van de discussie op Europees niveau is de MVO Code of Practice on Dioxin op 1 juni jl. in werking getreden. Deze code behelst een monitoringsplan voor de analyse van monsters op dioxine die door de gehele oliën- en vettenketen worden genomen.

MVO komt met Monitoringplan dioxine voor alle voedervetten - Document basis voor discussie op EU-niveau
In de afgelopen weken heeft het Productschap MVO in nauw overleg met de verschillende deelsectoren (producenten van plantaardige oliën en vetten, producenten van dierlijke vetten, oleochemische bedrijven en vetmengers) een 'Code of Practice' opgezet ten aanzien van dioxine.

MVO dioxin monitoring plan for the whole fats & oils feed supply chain - basis for discussion on EU level
In the past weeks, the Product Board MVO set up a 'Code of Practice' with regard to dioxin. This was done in close cooperation with the different MVO subsectors (crushing and refining companies, animal fat producers, oleochemical companies and fat blenders). Although the source of the dioxin contamination is not known yet, MVO took the initiative to reconsider the control measures with regard to the safety of fats and oils for feed in order to keep consumer confidence and to increase the transparency of the fats and oils feed supply chain.

Dioxine aangetroffen in Duits diervoeder - MVO pleit voor grondig onderzoek naar herkomst verontreiniging
Eind december 2010 werd duidelijk dat een partij technisch vet uit Duitsland met hoge gehaltes aan dioxines terecht was gekomen in diervoeder in Duitsland. Deze partij was afkomstig van een biodieselbedrijf in Duitsland, en via een Nederlands handelsbedrijf in oliën en vetten geleverd aan een Duitse fabrikant van vet(zuur)mengsels met de vermelding dat het geschikt was voor technische toepassingen. Deze partij technisch vet mocht volgens de regels én contracten niet gebruikt worden voor humane of dierlijke consumptiedoeleinden.
